Northwest Arkansas Regional Airport Authority – Request for Proposals
FINANCING, CONTRUCTION AND OPERATION OF MOTEL OR HOTEL COMPLEX
Notice is hereby given by the Northwest Arkansas Regional Airport Authority, hereinafter referred to as the “Airport”, for sealed proposals from interested and qualified parties for Financing, Construction and Operation of Motel or Hotel Complex to be located at the Airport, hereinafter referred to as the “Concession”.
The sealed proposals will be accepted at the office of the Airport Directors office, located at One Airport Blvd Suite 100, Bentonville, AR 72712, until 3:00 p.m. on May 27, 2011, at which time the proposals will be publicly opened, read for recordation of submission, and taken under consideration. After completion of a review process, the Airport may award the Concession to a proposer who, in the judgment of the Airport, will provide the best combination of service to the flying public and compensation to the Airport for the privileges and rights to be granted pursuant to the terms of a Lease Agreement which shall be negotiated between the parties and entered into between the Airport and the successful proposers. The Airport shall be under no obligation to enter into any lease Agreement and may, reject any or all Proposals, advertise for new Proposals, award a portion of the Concession as may be mutually agreeable, modify the Proposal Process, to waive informalities and technicalities, or to proceed to have the services performed otherwise.
The Airport, in accordance with TITLE VI of the Civil Rights Act of 1964, 78 STAT>252.43 U.A.S.C 2000d to 2000d4 and TITLE 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs to the Department of Transportation issued pursuant to such act, hereby notifies all proposers that the Airport will affirmatively insure that in any contract entered into pursuant to this solicitation, disadvantaged business enterprises will be afforded full opportunity to submit proposals/bid in response to this request and will not be discriminated against on the grounds of race, age, disability, color, sex creed or national origin in consideration of an award.

ENGINEERING CONSULTING SERVICES
March, 2011
Notice is hereby given that the Northwest Arkansas Regional Airport Authority, hereinafter referred to as “NWARAA”, will receive sealed proposal packages from consultants for engineering and special services including but not limited to: additional taxiways, runways, ramps, maintenance and rehabilitation (pavement, roadway and facilities), airfield lighting, marking, electrical vaults, electrical systems, drainage, parking lots, parking decks, revenue control systems, rental car facilities, loading bridges, T-hangars, corporate hangars, security items which may include blast-proofing, studies, systems and components, infrastructure projects to include utility work, fuel storage and distribution, navigational aids and related installation, environmental projects, on airport roadways, survey, EGIS and geo-technical work, signage for both air and landside projects, plan reviews, and other work as may be assigned. While some of the projects are expected to take place over a three-year period, the Authority reserves the right to extend the selection for an additional two years. The Authority also reserves the right to re-advertise for those services not under contract, and select multiple firms. All proposal packages should be clearly marked “RFQ” Engineering Services. Proposals received after the deadline will not be considered.

The NWARAA established DBE goal is 8.75%. Provisions of Executive Order 11246 for Equal Employment Opportunity are applicable to this contract.
The Northwest Arkansas Regional Airport Authority reserves the right to reject any and all proposals, to waive any requirements of the proposals received, and to accept any proposals that in its opinion may be in the best interest of the Northwest Arkansas Regional Airport Authority.
