JOB TITLE: AIRPORT
OPERATIONS SPECIALIST
REPORTS TO: AIRPORT
FACILITIES MANAGER
DEPARTMENT: MAINTENANCE
/ OPERATIONS
JOB PURPOSE: PROVIDES
WORKING SUPERVISION TO BUILDING/GROUNDS MAINTENANCE / OPERATIONS STAFF.
ESSENTIAL JOB FUNCTIONS:
1. The
Airport Operations Supervisor will perform specific job task, processes and
procedures to ensure operational efficiency specific to airfield, landside and
terminal operations to include activities to ensure compliance with all rules
and regulations of the Federal Aviation Administration (FAA) including 14 CFR
Parts 77 and 139 and Transportation Security Administration (TSA) 1542 and the
Northwest Arkansas Regional Airport Certification Manual (ACM).
2. This
position is considered a night or second shift weekend working supervisory
position. This will include performing all the tasks required of the personnel
that are supervised by this position.
3. Directs
and participates in the inspection of all landside and airside airport owned
buildings for maintenance repairs and assures all repairs are completed and
reported to the Airport Facilities Manager.
4. Assist
maintaining the Airport Certification Manual (ACM), Airport Emergency Plan
(AEP) and Airport Security Manual (ASP). Conduct Job task to assure adherence
to the above.
5. Performs
daily/nightly airfield inspections to ensure compliance with (FAA) Federal
Aviation Regulation (FAR) part 139; document all discrepancies and perform
follow up to assure all discrepancies are corrected. Performs or schedules
repair/maintenance work in accordance with available personnel, inventory, and
budgets. Reports all discrepancies and corrections to the Airport Facilities
Manager
6. Directs
and or corrects deficiencies reported by tenants or the public and coordinates
preventive maintenance and janitorial work when necessary.
7. Issues
and files Notices To Airmen (NOTAMS) to report all conditions that impact the
safe operations of aircraft and ensure prompt communication to the FAA, air
carriers, tenants and other airport users.
8. Monitors
airfield conditions before, during and after inclement weather to ensure safety
and compliance with (FAA) (FAR) Part 139 and the Airport (ACM). Reports
conditions to the Airport Facilities Manager, Assistant Airport Director, or Airport
Director.
9. Implement
snow and ice control procedures and insures the compliance with the Airports
Snow and Ice Control Plan. Utilize the Bowmonk friction measuring equipment
and issue Runway Condition Reports to report airfield condition during
inclement weather to ensure prompt communication to the (FAA), air carriers,
tenants and other airport users to help ensure safety and compliance with (FAA)
(FAR) Part 139 and the Airport (ACM)
10. Direct the closure of the
airport movement areas and issue the appropriate NOTAMS when needed when
discrepancies or unusual circumstances exist.
11. May occasionally escort
vendors or contractors for work on the airfield such rubber removal and airfield
marking etc. The hours of the workday may be adjusted to facilitate such work.
12. Coordinate airfield driver
training to include ground vehicle training, movement area procedure training
and vehicle operator’s communication training with other departments, tenants,
contractors and outside agencies.
13. Issue SIDA badges and
resolve badging issues.
14. Responds to any call in for
services needed. Must be available for night, weekend, holiday, rotating or
irregular shift assignments.
15. Provide input for the Operations
Department annual budget.
16. Prepare reports as required
by airport management.
17. Other job duties as may be
assigned.
REQUIREMENTS:
KNOWLEDGE/ EXPERIENCE- Completion of a bachelor degree from
an accredited institution in Aviation Management or relevant field with an
additional two years of aviation operations experience; or any combination of
relevant education, experience and the following knowledge and skills and
ability or a combination there of:
Ability to operate mobile
maintenance equipment, radios and vehicles
Considerable knowledge of
operations at a FAR part 139 airport
Ability to operate large snow
removal equipment such as dump trucks, snow brooms, tractors, skid
steers, snow blowers etc.
Ability to work and maintain relationships
with the airport staff, airport tenants and the general public in a courteous
manner in response to complaints or requests for service.
Ability to utilize normal office
equipment such as; Fax, Copy machines, PC equipment and the use of spreadsheet
and word processing software are highly desirable with appropriate English
language usage including spelling, punctuation, grammar and follows principles,
policy and procedures for record keeping and purchasing.
Ability to supervise operations/
maintenance staff and monitor the contract janitorial staff to ensure a clean
and safe working environment for all airport users
SECURITY - Requires the ability to obtain valid drivers
license, pass pre-employment/random drug screenings and pass background investigation
(criminal, credit and prior employment)
MENTAL - Requires normal attention
PHYSICAL - Requires good physical condition and sufficient
strength to do lifting and carrying as required.
ENVIRONMENTAL - Requires capability of performing essential
job functions in a shop/office environment and exposure to outdoor environments
and all weather conditions.
MANUAL DEXTERITY - Requires using hands, arms and/or feet
for performing essential job functions such as equipment repair, maintenance
work, using a portable radio, driving a vehicle, and operating heavy
equipment.
AUDIBLE - Requires ability to understand and follow oral
instructions or written diagrams, blueprints and specifications.
VISUAL - Requires the ability to read documentation, perform
inspections, and drive a vehicle.
